not enough peers

While the available peers are 62 i get only 7.I have made my settings with the help of an article in this site. here is an image

Sorry i saw the pic i posted and it seems wrong.Anyway why does i have this problem.I have a torrent and it is like these Seeds:8(25) which means that there are 25 available seeders but i download only from 8 of them
