Cover up Bandwidth usage

So I just moved to a apartment complex who provide internet. Not told until i moved in, but they say its not for downloading and they monitor and regulate bandwidth. I have allready had my bandwidth turned down for watching tv online. I have heard there is a way to use different isp and to cover up bit torrent usage. I have search and searched and not found how to make this work. Can anyone help? I use a mac and netgear wireless. Any suggestions will be awesome.
