Default How do I maximize my upload speed?

I don't have a problem downloading from my private sites, but it takes me a long time to get a good ratio by uploading the torrents. At my mom's house I can get uploading speeds from 250-400 kB/s which I think is really good. At my house I would be lucky to get a speed from 100-150 kB/s(usually 110 kB/s). Both houses have Comcast cable internet. What settings should I use to get my maximum uploading speeds? I am using Utorrent 1.7.7

First of all, what kind of connection does Comcast says they will deliver through cable? Like 8 mbit/s or 24 mbit/s. If you got a higher/quicker connection at your mothers house, then everything is normal. I don't live in the US, so I'm sorry if my info is wrong - I just hope that stuff are somewhat the same as here in Sweden.
